Sustainable procurement
Billions are spent on public procurement every year. The sustainability of procurement is extremely important, and we ensure it in a variety of ways. We have functional processes and practices to promote sustainability in joint procurement across different sectors and we are constantly developing new ones, such as a national audit manual and an ethical code of conduct for the procurement of services within Finland
Sustainability management
For a long time now, including in previous strategies, the main theme of our strategy has been “Sustainability is our trump card.” Hansel’s efficiency is based on the joint procurement it arranges and maintains for Finnish general government units. For us, sustainability is an integral part of tendering, the work done during the contract period and the related reporting.
Materiality analysis
We updated our materiality analysis at the end of 2023, which is why there was no need to update it for the 2024 reporting. Double Materiality Analysis workshops were arranged to discuss materiality. The security and preparedness aspects of procurement remain of paramount importance.
Functional impact assessment model
The efficiency of public procurement can be manifested as money saved, new innovations that provide added value, increased knowledge, improved product or service quality, or improved sustainability. The impact assessment model we have developed has been found highly useful in assessing the efficiency of tendering.
Sustainability audit manual completed
The Ministry of Finance commissioned from Hansel a national sustainability audit manual for contracting entities in central government. The manual is intended to assist the units in ensuring that their sustainability audits and tendering are cost-effective and of a high quality. The assignment was part of the Hankinta-Suomi (Procurement Finland) project.
New code of ethics for service procurement in Finland
In spring 2024, we introduced a new annex for contracts, the Code of Ethics for the joint procurement of services. The annex complements the contractual terms on socially responsible procurement used by Hansel. For several years now, we have used a Code of Conduct annex in procurement contracts specifying the minimum sustainability requirements.
